How to Solve Monitor Display problem:
First of all You have to need a Graphic driver pack (comes with motherboard)
CD/DVD bunch of drivers software.
Or another way you have to need to Download the drivers pack from the help of Google.com
Second option is get help from experience person or we say IT technicians.
when you have collected bunch of drivers pack for your personal computer just install it. n Don't forget to restart your computer.
If u have your motherboards drivers or Drivers CD/DVD. Install it n Restart your PC.
Then just Do this next Steps:
Step1: Go to Desktop-right click
Step2: Then Click on Properties Option
Step3: Go to Settings Tab in Display Properties
Step4: Apply Screen Resolution in 1024x768 ratio
Step5: After that Applying Go to Advanced Tab
Step6: Advanced Tab shows like This
Step7: Go to Monitor Tab- Monitor Settings (screen refresh rate)
Step8: Change screen refresh rate 75Hertz or 85Hertz (Most Important Step)
Step9: Then Apply -Ok
Step10: If Changes not done review the Step8 .
Change Screen refresh rate (Hertz) as per your choice, Make sure to choose Higher Hertz.
It will take Changes on Monitor Display for Better Screen Result.
Tips:
1. Check VGA cable(15-pin) is not older than 2 years or not in Bad condition.
(VGA cable connected with CPU in back portion.)
2. If your VGA cable is older or Not in Good Condition. First you Need to change VGA cable.
3. Check VGA cable n VGA GRAPHIC CARD is not burned or Cutoff in any portion.
4. Make sure your VGA graphic card is working properly or not heating.
(It's Attached with motherboard in CPU).
5. Capacitors are in good Condition of VGA graphic card.
Note: This solution is based on only software and tips basis not hardware basis.

Make sure your Monitor is in good condition.
Take Monitor and check it into your friends home PC. if same problem is found!
